SC & ST Adhikar Foundation is a pioneering non-governmental organization (NGO) dedicated to the holistic development of Scheduled Castes (SC) and Scheduled Tribes (ST) communities. Based in Choudwar, Cuttack,Odisha, our mission is to uplift marginalized communities by improving their health, education, economic stability, and environmental sustainability.
Under the visionary leadership of Mr. Kamalakanta Behera, the foundation has been actively working for over 10 years to bring transformative changes in the lives of underprivileged SC & ST individuals, particularly in rural areas.

Mr. Kamalakanta Behera
Director and Founder Member
Mr. Kamalakanta Behera, the visionary founder and Director of SC & ST Adhikar Foundation Trust, is a passionate social worker and humanitarian with over a decade of experience in community service. His journey in social welfare began with providing physical and financial support to underprivileged patients at Acharya Harihar Regional Cancer Research Centre and S.C.B. Medical College and Hospital in Cuttack. Witnessing the struggles of marginalized individuals firsthand inspired him to take a broader step towards social change.
Driven by a deep commitment to the upliftment of Scheduled Castes (SC) and Scheduled Tribes (ST), Mr. Behera established the SC & ST Adhikar Foundation Trust with the goal of empowering these communities through focused initiatives in health, education, economic development, and environmental sustainability. Under his leadership, the trust has launched multiple grassroots programs aimed at promoting equality, improving access to quality education, healthcare services, and livelihood opportunities.
Mr. Behera believes in the power of sustainable development and inclusive growth. His leadership style is rooted in empathy, transparency, and community participation. His unwavering dedication has made a meaningful difference in the lives of countless individuals across Odisha.
